Timestamps, not block numbers
Every duration in the protocol — a fee stage, a vesting cliff, a lock — is measured in seconds against the block timestamp. On this kind of chain the block number tracks a different chain's blocks, so a schedule expressed in blocks would drift; a schedule expressed in seconds does not. It also means a transition can land a moment either side of a countdown, which is why a schedule's exact instants are shown alongside its delays.
